Jeffrey (Jeff) Allen Horton, Sr. went to his heavenly home on Monday, Oct. 20th, 2025 in Spartanburg, South Carolina after a brief illness. Jeff was 65 years old at the time of death.
Jeff was born on May 10, 1960 in Spartanburg, South Carolina to Jerry A. Horton and Agnes Seay Horton.
He is survived by his parents, Jerry A Horton and Agnes Seay Horton; his wife of 42 years, Angie K. Horton; two sons, Jeffrey Allen Horton, Jr, and wife, Kimberly McAbee Horton, Blake Kirkpatrick Horton, and wife, Karina Lynne Horton, his sister, Mel A. Horton, Ed.D., of West Haven, CT. Also surviving are three precious grandchildren, Jeffrey Allen Horton, III (Tripp), Avrielyn Elise Horton, and Yates Elisha Horton.
Jeff was an avid fisherman and enjoyed many different lakes with his fishing buddies! He also enjoyed a nice round of golf when we could get out on the course with his Thursday group. More than anything he loved spending time with his precious grands; teaching them to love music and sing!
Jeff graduated from Boiling Springs High School and Spartanburg Methodist College.
He began selling insurance in 1980 and securities in 1990. In 1980 he founded Horton Financial Services Inc., which specializes in fixed and variable annuities, group health insurance, long-term care, and mutual funds. His licenses included series 7,63,65 and life insurance.
Jeff recently merged his business with Kyle Atkins; Atkins Financial Group, Atkins, Horton and Trbovich. Located at 359 S. Pine Street, Spartanburg, SC.
Jeff was first elected to Spartanburg County Council in 1994 and was elected Chairman in 2002. He served on County Council from 1994-2018, and decided not to seek reelection in order to spend more time with his family.
Jeff was a longtime advocate for education, championing initiatives for Spartanburg Community College and programs that train workers for skilled positions.
He served on various boards: SCAC Board of Directors (August 2010- April 2013), Chapman Cultural Center (2012-2018), Spartanburg County Sanitary Sewer District (2018-2022). Jeff was awarded The Order of the Palmetto in 2018.
In lieu of flowers, the family is working on setting up a special program that will benefit the students of Spartanburg County. We will post details soon.
A memorial service will be held at 2:00 PM Thursday, October 30th, at Lake Bowen Baptist Church conducted by Rev. Brad Atkins, (Senior Pastor of Lake Bowen Baptist Church) Katherine O’Neill, (Chief Economic Development Officer, One Spartanburg, Inc.) and Rev. Terry Fleming, (District Superintendent of the Florence and Walterboro Districts of South Carolina Conference of the United Methodist Church). Carla Fleming will serve as pianist for the service. The family will receive friends in the church immediately following the memorial service.

For this light momentary affliction is preparing for us an eternal weight of glory beyond all comparison, 18. as we look not to the things that are seen but to the things that are unseen. For the things that are seen are transient, but the things that are unseen are eternal.
